Temp mobile phone tower?

Saw this today near the entrance to Kings Park drive near Parliament house.
Looks like some kind of temporary mobile phone cell tower with a microwave link back to another location.

Anyone know exactly what it is and why it's needed? Is it a Telstra cell for extra capacity to make sure the Queen doesn't get a single dropout? :P

There was another thread mentioning a news article about mobile phones being blocked in key areas, so sounds like they might be related.
