As we were passing the Eastern Creek Fire Station in western Sydney this 4WD came out and stopped next to us at the lights.

Hmm a little different. Most brigades here have a Hilux these days, used to be Troopies - as a Personnel Carrier, and for Support tasks. It appears to have this role.

Not the FCO/DFCO or GC. Eastern Ck/ex Rooty Hill RFB is a station in Penrith/Cumberland zone. They might have a strange set up but it wouldn't be normal for the FCO/DFCO or GCs to be travelling in a station car. I reckon Kylep is right. Its got to be the PC or a vehicle for towing a lighting tower or catering trailer.

I just found the RFS FLickr stream. A mix of traininng, PR and operational stuff taken this year. The RFS used to have photos going back half a decade or more on their website but they have all dissapeared.
