to be implemented over a five-year period to begin in 2010-11"

works already began. Roll outs are already trialling in some cities, especially running off the next G network. Tadis lite in many regional centres already.

In answer to your 2 questions - no, not full digital and no it's not linked to the Metro Region although the Op at VKI can speak with Albany Base on Ch11 if the need arose.
