he's not saying you can't do that. what he's saying is if you do the standard course that's starting shortly at ham college then you can "use" packet with your license...once the new one has come in of course...
in essence you could liken his post as a subliminal sales pitch

Oh I get it.. Unfortunately I'm back in Bunbury now which means that Ham College is out of action for me. I have all the time in the world to get my standard license now so I'd better be doing some study... I just wish there was a course I could attend down here. Unfortunately not. There is a course you can do via correspondence, quite a few people in Perth have successfully completed it.
