V would be the district...then F is the station. So V might indicate it's a Fremantle-Peel car, then it's identified as Fremantle station car. Much like H is the hills area, and M is Midland.

So...
V = Southern District
F = Fremantle Station
VF= Southern District, Freo Station
Just as GC G=Central District, C=City Station
or GS G=Central District, S=Subi Station
