And that is why motorcyclists tap the top of their helmet with the left hand instead. No laws against tapping your head while driving.

Not unless you want to get technical and get them for not being in full control of the motor vehicle

Heck you could get the same if you put your hand partially out of the vehicle and made a whirly bird signal

That comes from the old days when the members of the RAC would salute cars as they drove past to warn them of police ahead.
