Is "City Support" Police or Civilians that monitor the city cameras? If Civilian who do they fall under, i.e. what organization do they belong too?

pdxn,

I think they are actual Police Officers that man those camera's but not 100% sure. I would still assume they come under the WAPOL umbrella.
