Speed cameras linked to TCLs

I was just watching a television show and one of the segments was about a system being trialled in the US/Uk.
A speed camera is mounted approx 100 m before a set of Tcls, during the day it acts as a normal fixed speed camera taking pictures and doing the normal speed camera thing but at night when traffic is light instead of taking pictures and issueing fines and adding to the back log of infringments yet to be issued it simply displays the vehicles speed to the driver and turns the tcls red for a period of time proportionate to the speed Ie 5 kilometres over the limit equals 90 seconds worth of waiting at a red light and used with a normal red light camera in theory it would annoy people so much that they wouldn't speed through there any more.
Sounded like i clever idea to me, if im at lights for any longer then 45 seconds i get annoyed at them and abuse MRWA for making me wait.
