Access to radio masts and equipment requirements

Hello
I'm currently interested in the Meshcore lora based messaging project. I've wanted to deploy some lora repeaters on existing towers like the site below but I'm not sure how I would go about finding the contact details for the site owner?
Our devices are pretty small, usually in a small jiffy box with a solar panel, is tower mounted equipment allowed or does everything have to originate from a shack?
Is there a rough estimates on costs, I assume it varies site to site but is there a general ballpark figure?
