For the USAR team it would have been a great exercise for training.
On all of the above though, it would seem that local SES units have a much better relationship with local government brigades - it is no wonder this is whom they look to when assistance is required (and vice versa). Local Govt has a responsibility to provide assistance to the SES during storm recovery.. how they choose to do this is up to them!
If it is bothersome to you, go and speak to your Local Council and/or District Manager. I have no doubt there are very good reasons for these decisions being made (beyond the tiresome "we didnt get turned out wah!").
