I always have an Ixus 400 handy in my car. If I go to an incident, and I remember, I take it with me from the car. I also have my mobile (camera phone) and if out and about looking for fire stations etc I carry my EOS350DTLK.

I've got 5Meg on my phone, and have no issue with whipping it out at an incident

Pretty piss poor saying that someone starts a fire just to take photos. The camera is always in the car, and If I remember to grab the bloody big bag that I have I grab it to bring you all some decent photos.
