It's registered to the WA Police and is most likely a narrowband FM voice service of some kind. The transmit location is in the south-eastern region of Perth (Armadale / Bedfordale / Kelmscott / Gosnells area)

I believe it is, yes. (Which makes the emission mode registered to that frequency interesting ... 12K5F3E). Not sure what emission mode the digital voice would be, but at a guess, I wouldn't think it'd be F3E :smt017

Yeah, good point. I definitely heard some sort of digital mode on that frequency. It certainly wasn't analogue telephony.
