When operating under the IFR - you never give your tracking details/report as reference to the cardinal points (N/S/E/W)!!!!
If you are operating under the IFR - its always reference to either a ground based aid or with reference to a RNAV GPS.
I think - my friend - you are getting confused with VFR - as you may or may not know - under the VFR - you have to give reference with regards to either cardinal points or vfr waypoints . there is no point in giving a N/S/E/W heading when under the IFR - as this could mean anything - especially when you are flying at either night/in cloud/rain or combination of both - the other pilots will not know where you are in relation to anything.
