considering the experience of the analogue network and the amount of idiots that got on and said stupid things, I bet the cops would love some payback .
If you really want to listen to the cops... and I will tell you the safest, and best way to listen to them.. And fully legally (you can hear everything is ........)

1.so how do these new radios work, or what are the new radios doing, are they like ip phones, running complex protocols like tcp/ip on higher frequencies, or are they still an vhf or uhf radio passing a scrambled (encrypted) signal.
Do all the digital repeaters spit out 'all' the talkgroups? For example if your a K-9 car coming from southside to north west metro, if he/she keyed up north west it would still be crystal clear audio no matter where that car is in the digital network?
EDIT: And say if you were a freo base, tune into north metro channel you'd be able to go direct with a north metro base/and or that VKI?

I have gone portable to portable from Joondalup Health Campus to Peel Health Campus on a talkgroup so it doesn't matter whereabouts in the network you are as long as your are in the network.......
The coverage experienced by the network so far has been greater than expected including as far north as Jurien and east to Northam.
