Purpose of a Tasor gun

This may have already been discussed here but what are the purpose of a tasor gun or more to the point what are the effects of a tasor gun? I am sure I witnessed one being used in town today but not quiet sure. I was working with a disabled client in the city and nearby we witnessed someone being apprehended by the police who decided to put up a fight and although I did not see anything I heard a zapping noise as the police wrestled him to the ground. He was still able to yell abuse to wards the officers I had always thought that they would stun you so you couldn't talk for awhile as well. I have shortened the events a lot as it all happened so quickly and also had to attempt to keep my client well away from the situation. (No easy task when he excited by whats going on and probably wanted in on the action as he is a sociable person).
