That clip is from 2014 and as usual only 50% accurate. No surf life saving group in WA or for that matter anywhere in Australia run encryption. The digital radios they mention are DMR which is very easily monitored
I had to laugh in the video where they mention that the current system(in 2014) runs "line of sight only" and that the new system will solve that. Utter rubbish, swapping an analogue repeater with a "digital" one at the same location will not change the law of physics. in actual fact, it will degrade in many situations where the BER of the digital transmission drops and you get garble compared the the analogue signal fading in and out.
