Any of Uniden scanners would suit your needs.As long as its got 160Mhz -170Mhz range your good.

And for the other question no you don't need a license to listen on a scanner.

Not for a scanner you just put the repeater output frequency in. For those frequencies see: http://warsug.info/viewtopic.php?f=3&t=5454
