considering the fact that i'm still sitting ontop of my foundation licence, am I allowed to connect echolink to one of my radios to set up a simplex link?

Not as an f-call. No -L or -R arrangement until your new callsign. Echolink won't even issue either to a f-call. No automatic anything pretty much
