On the ACMA site is a new discussion paper on the band, which includes the 70cm amateur band. see http://www.acma.gov.au/WEB/STANDARD/pc=PC_311699. A quick glance does not show anything serious.
CBRS in the band may be expanded by 40 ne channels, but they will be fitted between the existing channels.

From the WIA Director for VK6 Bob Bristow VK6POP
Hi all
Information is on the WIA website.
I encourage comment from VK6 on the ACMA paper on the 400 MHz band. The WIA will certainly be making a submission to the ACMA on this matter.
Your comments on the paper are welcome, and can be sent to the WIA, or if you wish to make your own submission please consider CC to the WIA board.
The WIA represents all Amateurs, and the ACMA acknowledges this, so it's the quality and thoroughness of the submission that counts, not the quantity. So please dont send lots of submissions in the belief that numbers will impress.
cheers
