A lot of amateurs, unfortunately, can't distinguish between a) The Radcomm Act, b) The License conditions determination ("The amateur license") and c) Good operating practice, tradition and/or gentlemen's agreements.
Holding up c) over a) and b) is particularly common...

Seems that way. The main thread of the discussion was when a station should identify. Eg A) at the start and end of transmission - or - B) at the start and end of QSO. (not counting the 10 minute aspect).

The WIA have written a guideline paper about repeater usage.
They ask that operators do not over identify
