At the beginning of the video, there's a reference to the "Laughing Policeman". Do a search for a site known as the Laughing Policeman Radio Society and it'll prove (if there was any doubt at all) that there's some absolute nut-cases around...

Thank goodness the worst we've had to deal with here are the occasional random button pushers and DTMF players. This mob in the UK sounds frighteningly loonie.
