Radiocommunications are not telecommunications, and have different ACTs, If that was the case then websites like Boradcastify, scanner radio live ATC, flight radar24 and flight aware would be breaking the law.

Did you know that the data for the plane tracking websites is sent to ATC via VHF, also known as ADS-B, which is intercepted by people across the globe and fed into their websites?

Pager messages are sent via radio on a frequency, exactly the same as, aircraft talking to ATC and fire fighters talking to comcen.
