I most certainly do know.
Those tones are GPS information to track the channel 7 helicopter, so that the microwave link on the mast at the studio in Dianella knows the location of the chopper and it can track it to ensure there is a constant video signal.
Basically the chopper transmits it's GPS co-ordinates and the mast at the studio also moves (it's on a rotator) to track the choppers signal and ensure they can receive video when doing a live cross or sending back live pictures.
If that doesn't make sense let me know, cause i've had a few drinks
I doubt you'd be able to decode them as it's some kind of a proprietry format that the software uses.

I'm not sure about the speed of the choppers, but I know that TVW7 owns their chopper outright, however 9 and 10 don't actually own their helecopters, they are owned by a 3rd party company who supply pilots to both the stations during business hours, pay for fuel, maintaince etc, the stations just pay a fixed fee and get a set amount of flying hours per month included.
Seven uses VHF from their chopper to send GPS details, however there are also others way to do it, including sending the GPS via the same microwave link that the video and audio is travelling down.
