Are scanners better for Police Operations or worse?

I think people who listen to scanners are more than likely one of those who would help out the authorities

like those car clubs carry scanner and all leave when vki tasks a vehicle etc etc...
thats at meeting points, but when they leave they have cars that go out in front of everyone and check that there are no police on the next leg and use CB/mobile phones to get back to the main group and report on it.
