The system is occasionally tested this way to ensure Staff and the Public start to become aware of how to react should a "Real" need arise.

Transperth trains on all lines are currently delayed due to a test emergency evacuation of Perth, Perth Underground and Esplanade stations. Services have now resumed, but passengers should expect delays and some services may be cancelled.
