The system is occasionally tested this way to ensure Staff and the Public start to become aware of how to react should a "Real" need arise.

C'mon Kilmo we all know its just a tempremental alarm that goes off whenever it feels like it several times a month.
It goes off so often that everyone, even Joe Public is already fully trained in the evacuation process!

It was a training exercise to see how emergency services could respond to a situation as this case was 'Suspicious Bag' and is directly related to prepare for CHOGM.
Perth Station, Perth Underground and Esplande were evacuated.
