They have powers to search anything however they must have a 'reasonable' suspicion that you are carrying something that is not allowed on public transport. Eg. Spray cans, marker pens, knife/machete, etc.
Reasonable suspicion can be a cloudy area but if they hear something jingling in your bag that sounds like spraycans rattling together then that would count. If they receive a report from a member of public that they have seen or heard you talk about carrying something that you shouldn't be then that would be a reason for them also.
If you've just been seen 'tagging ' something then they'll search you. If you threaten someone with bodily harm ("I'll stab you man!") then they'll search you for weapons.
There's lots of reasons why they can search but they'll usualy err on the side of caution. If they don't have 'reasonable' grounds they can ask - you can say 'No'.
