Not exactly sure mate but try scanning these council frequencies and see what you come up with.

Melville:
463.650
464.000
464.925
471.750

Cockburn:
163.5625
163.2625
464.675
79.575

I know we had a bloke in here that worked for that mob but I cant remember who. Let us know how you go.
