As I believe 1st/2nd Alarm Fires are 'controlled' by the respective Station Officers

Anything above, or requested - the "ICV" rolls out which ultimately takes command. You'll also get the District Managers coming out.

That's my understanding, but happily stand corrected.

The IC is the Crew Leader/SO/OIC on the first arriving appliance.
when it gets scaled up, normally 3rd alarm, (But depending on assets under threat) And ICV is called, then it will normally become one
of the qualified members of the ICV crew. (or a DM if mobile)
this also depends on what land its on, for example is there is a fire in a national park, BFS might be first response but when DEC arrive BFS will normally hand over controll to them.

There is alot of factors that come into play when it comes to incident control.

The ICV, or any crew on the ICV, do not take command of the incident. One this vehicle is on scene, the incident control point is transfered to this vehicle, along with the relevant people holding command positions (eg Incident Controller, Operations Officer). Crew on the ICV will generally fill support positions for the IC team.

Initially the IC is the officer of the first arriving vehicle (either a SO, Capt, Leiutenat, Foreman etc). This can be handed over to a higher ranking officer as the incident dictates (eg 3rd alarm). These are usually DM.

The OIC does not HAVE to hand over control at an incident. I know a few who are like that when there are out ranking officers around. Personally myself, they can have the responsibility....

AIIMS
ICS
These are the two handy acronyms that are used.
