It says "Area: Low and Remote Density Areas" so my guess is that they have purchased a mobile CBRS repeater that can be deployed very quickly out in the middle of nowhere to use as emergency communications. (ie, area's that currently covered by any FESA system).
Perhaps it's also more suited so they can keep in contact with farmers and anyone else in the area at the same time to warn them of fire etc...

could be a part of the WAERN as i think one of the radios has UHF CB Channels on it, and yeah can be used to communicate with Farm Fire Fighters in rural fires
