Long shot here but does anyone know who owns the two turbo prop water bombers, based out of Jandakot? If so how much does FESA pay for their services? and how effective are they?

Dunn Aviation. They are contracted and operated by DEC (formerly CALM), not FESA. http://www.dunnav.com.au/firebombing.htm
