Helitak_670 is correct about the zones and the automatic helitac dispatch. in the metro area i have found that helitacs are used a lot more due to the far quicker turn around time on loads as they can draught water from dams, lakes, rivers and dont have to return to the airport every load. they are also more accurate and far more manuverable.
Unless the incident is located in these zone 2 or zone 2a helitacs dont usually attend unless the the OIC has requested them due to poor access or other reasons and it is usually on 3rd alarms and above but that is just my experience

With the zones just a little confused on what they actually mean & how many are there ?
(eg.Zone 2 = 2 Station & a Helitac ?)

Zone 2- Mainly along the scarp and foothills. A FRS station, A BF Brigade and Helitacs are all automatically turned out.
Zone 2A- Mainly DEC area plus FRS, a BF Brigade and DEC air attack (fixed wings) and helitacs are automatically turned out
