Handheld And Desktop/Car Radio Scanners

Hi Everyone,

I'm am looking to purchase a scanner, handheld or one that can be placed in my car. I'm not sure on how to program scanners and am not looking to spend more then $700. If any one can recommend one that would be awesome.
