Very close to the existing ESA/ESB channels so maybe frequency re-use..?
They could be the new ESA Channel 218 and ESB Channel 219 because the old ones were owned by St. Johns and they won't let DFES use them anymore so they had to make new ones which are ESA which is Channel 218 and ESB Channel 219. At the moment they are both linked to the old ES channels but eventually ESA 218 and ESB 219 will be what DFES use to speak to Rescue 651/652 etc.

I kind of repeated myself before I think but basically DFES will be using ESA 218 and ESB 219 instead of ESA 171 and ESB 172 because St. Johns won't let DFES use them anymore

I'm probably being naughty in saying this but no, ESA and ESB will be replaced by C and D.

ES A is channel 171 (old channel), channel 218 (new channel). 458.025MHz.
ES B is channel 172 (old channel), channel 219 (new channel). 458.075MHz.

These channels are owned by SJA which is why on the stream they pick up random P25 traffic as noise.

ES C and ES D (probably channel 220 and 221) are yet to be used and we'll have to wait to figure out what frequencies they are.
