VES (Volunteer Emergency Services) are set up in remote and rural areas where the population cannot support both VFRS and SES units. They train in and have responsibility for all the functions of both organisations.
Where there are limited volunteers available due to population constraints, the people who volunteer tend to be members of multiple organisations (not limited to emergency service organisations) so it makes more sense to have the emergency response as a single entity thereby eliminating the logistics involved in maintaining separate bodies.
