It means they are responding. More often than not this will be Fire call conditions, but if they get called and told it's a false alarm before they leave then they will identify, "Turning out normal road conditions to..." Often the Turn out spiel is done before the sirens go on, but it depends on driver and operator.

yes usualy done before sirens go on but this becomes less and less during busy periods especialy as the perms are having trouble with there MDTs at the moment so there is a fair bit of radio traffic which causes delays in giving there turn out messages

Probably because the server is full due to too many people listening.

I think only 6 people at a time can listen, so you have to get in early to get a seat.

For bandwidth reasons there's a maximum user count of 6. The stream has been really really busy lately. So best thing to do is try again.

if it says "Stream is up at 24 kbps with 6 of 6 listeners (6 unique)" then the stream is full. Try later :-)

There is a time limit per connection of a few hours.

Looking at the logs, today I reckon I could have set the connection limit to 20 and people still wouldn't be able to get on.
