Actually I think toottoot has a point, yes fires on the river happen, but do they happen often enough to train a crew in boat handling and then have an extra crew sitting at the station until something comes up. Those incidents aren't like land incidents where if there's a big structural then 6AR can just send the crew over to help i.e. Osborne Park SET to the Military markets. Because if you sent the Boat FF to a structural in a pump who's covering any fires that might break out on the water ways?
Hence you land up with Assets being under utilised.
