Victoria's Labor and Liberal parties are battling over much how it will cost to replace the unsecure [sic] analog radio communications system used by the state’s regional police and emergency services with an encrypted network.

Interesting read. I do find it very hard to believe that they could replace the current analog network for $10 million... When government's put things to tender the prices get jacked right up compared to if it was a private sector company needing new radio equipment.
