They appear to be Code 3 Excalibur's however the LED modules appear to be different to the default offering from Code 3, the bars were possibly optioned for the Police service.

Had a close look at the options on the WA Police Code 3 Excalibur, they have one single rotator in each colour (red, white, blue), two front facing LED modules per side per colour with two white (halogen take downs?) in the middle and one 45 deg forward faced module per side.
Plus alley lights.
The rear 45deg module is not installed, and the rear of the bar has the same fit out as the front (although not sure if the center modules are white on the rear I think they are red/blue).
