i often hear the same vki calling a different district every now and again,can any one tell me if vki have to swap around on what district they call for.

Sure do. I'd assume the radio OP likes to work in the area they know best or live near to help officers on the ground, but you hear them swap and change all the time, especially during lunch or breaks where someone has to hold the fort on one channel (you'll here them say they are just stepping in for a moment and have nfi on areas).
