I would vote that its not for 1 up officers so they can't use it while driving? Though if that is the case surely they can rig it to the handbrake like commercial screens.
If not then I'd assume as said that its a risk having it at home (more chance of it getting broken into and stolen?)

TADIS can be used by a man 1UP (that dounds awfully like Mario Brothers).
The vehicle must come to a stop before buttons are active for use.
Vehicles are without TADIS for any number of reasons. OSH [nowhere to put the screen that won't cause a danger in a crash], hasn't yet been installed/new vehicle, vehicle is a non-tasking vehicle and doesn't require it [if you aren't doing jobs, there's always the inquiry channel for searches], or simply enough the vehicle's TADIS is getting fixed.
I doubt very much that security/being stolen is an issue. Each PC in the vehicle would have an associated MAC address or signature/similar that could be shut off, similar to the new digital radios. Plus the need for passwords etc. Plus, they all have their GPS.
