Can anyone tell me why some vehicles give VKI their Km's on arrival and departure?

I could be wrong but my understanding is its done when women are being transported by male officers, also done when juveniles are transported.

yes your right
if 2 male officers are transporting a female, to tell the km's so that she cant then claim that they drove off to some off the track location and raped her.
it is to provide police with protection as much as the so called possible rape victim etc..
