Similar to the way the police are not supposed to pursue vehicles at high speed anymore.
That way both the suspect and other road users are safe.

A) The person who drowned

B) They abort pursuits mainly because it is dangerous to bystanders. In a foot chase the POI can run into another peron as fast as he can, and maybe knock them over at worst. In a car chase the POI could easily kill a family of 4.

the POI obvisously thought it was worth the risk , you cant blame the cops , he jumped they didnt push him ,and in my mind , its just one less scumbag that would have broken into your house , or robbed an old lady
