According to today's West in Inside Cover:
Apparently all over 'national pride between recruits of Australian and New Zealand pedigree' about "size"....The pecker-proud recruits were reported by another recruit and a trainer who was with the squad on a specialist driving course

No harm done 
Just letting off some steam most likely following a few final stressfull weeks at the academy....silly but harmless.
As the news "states" no complaints or anything so maybe just a smack on the wrist perhaps
