...if there are any laws which stop people from operating scanners and/or transmitters whilst airborne?

Do you mean in a commercial passenger aircraft?

If so, then I don't *think* there's any specific laws banning use of a scanner in-flight. I've read somewhere that in the US, some airlines are quite happy for scanners to be used outside of the takeoff/landing phases.

However I also believe that it's a decision that's up to each airline company and/or pilot.

As for use of transmitters, no idea sorry.

If I've misinterpreted your question entirely, then you've just wasted 20 seconds reading a pointless reply :)
