I have a colleague who works in the area and they gave me the 411 this evening.

The POI was apprehended inside the Brand Agency building cnr Hay and Harvest.

He was off his face on drugs (or something) was seen urinating in the foyer then proceeded to the 2nd floor where he wondered incoherently around before falling down and having a fit.

He then got up and went outside where he was vomiting in the building's public garden.

It took 4 police to hold this guy down and get in the back of a wagon - sounds like a meth head to me.

There was no mention of a rifle - luckily.
