Are city cars counted as country cars if they leave the city or do we go on the call sign base?

Saw RP101 today - Pemberton's Rodeo, GDLB

Also saw RF201 I think. VE Omega, GDLB doing radar action. Not sure if it was RF101 but was in Manjimup.
