Ausrob: Yes they do each state has different specs for each vehicle.
For example in the VZ series both NSW/SA had VZ Executive 5.7/6.0 cars not many came out BUT if you or i went into holden and asked for it we would get told no.
A car dealer in nsw usually has them for sale all the time.
Google is your friend im curious to see if they did a VE Exec 6.0l
Ford have a police/taxi pack for the bf falcon which they dont sell to the public.

Holden - The VE series station wagon, called the Sportswagon, is due for release "later this year". As mentioned it has a substantially smaller load space than the traditional station wagons.
Ford - The Falcon station wagon as it is presently known is to be discontinued with no new models planned for release. Ford will continue to produce the Territory for the recreational market.
This would appear to spell the end for the traditional type of family & commercial station wagon.

Commodore BT1 (Police Pack)
The BT1 pack contains the following: ABS, FE2 Sports Suspension, IRS, LSD, Driver's Airbag (SRS), 80L fuel tank, Sump protector plate and fuel tank protector plate, Door interior light switches disabled, map reading light/interior light, special brakepads (front and rear), certified police speedometer (2km/h increments), with light in instrument binnacle over speedo (to read speedo no lights on), and can be V6, V8 or HSV V8. The BT1 pack is added to an Executive, but (in Queensland at least) can also be added on to SS with HSV V8 for pursuit vehicles.
From the VT - VZ (not sure about the VE) the police pack is known as the 9CI package.
Not too sure what major differences (if any) apply to the 9CI package...
