Being a base station they probably could patch through a land line or have a new radio...

May have been on the wrong channel or needing to talk to someone regarding a job/query or follow up.

Noticed JB-105 in the city this morning - VE or VZ Commodore Station Wagon with GDLB - full markings - very clean too...

Ford still do a wagon. They have just released the BF MkIII as its not going to be based on the FG just yet.

Holden wagon will be available soon although from a wagons perspective there isn't much room in the back and the door opening is more hatch like.

Ford Wagon = Class 3
Commodore Wagon = Class 1 & 2.

They keep pushing the release of the Commodore wagon back, they were meant to be out in May but Holden probably have production issues.

Ford wagons are only class 3 due their suspension set up so you won't see too many places ordering them, particularly marked. ones.

Is it the station that orders the vehicle when it's time for replacement or do they just request a replacement and get what they get?

Yeah each area gets to choose the vehicle and 99% of the time it is just a straight change for what is getting replaced. Obviously there are some exceptions such as at a police station you cannot order an XR6T or SV6. Plus most bosses would not even consider them due to leasing rates.

When things change (such as going from the VZ to VE and not being able to have them as secure sedans or no Commodore wagons) most areas will hang onto their cars for as long as possible. That is why at the moment you will still see a few VZ's getting around with high K's on them until fleet sniff them out and send you a nasty email.
