From watching the episode, after the TRG's excellent parking on the front verge, then knocking gently on the front door  they talked to one of the detectives and gave him a "walk-through", pointing out the damage that had been caused.

I'm guessing that's in case the owners of the property try and make a claim against the Police that pre-existing damage was caused in the raid or something like that?

After watching the episode, I'm mildly curious who pays to repair the damage. Is it the Police, the property owner's insurance company or the crook? (Hopefully it's the latter.)

Like the others I am interested in who is liable for the damage. I guess their raid was under court order, and the court order removes liabilty so the Police aren't up for costs?

Generally if anything is found or any person is charged as a result of the search, the offender is liable. If not, then WAPOL covers the cost.
